Case study activities for nuclear security culture development in JAEA

In Japan, about 10 years have passed since the law obligated nuclear operators to develop and maintain a nuclear security culture. During this period, the global nuclear situation has changed significantly, and it is becoming important to maintain a stance that emphasizes compliance with regulations and nuclear security culture. In JAEA, the policy of legal compliance and developing nuclear security culture is determined by the president of JAEA. For legal compliance and developing nuclear security culture, many activities are carried out based on that policy. Finally, these activities are evaluated and improved it every year. Case study is the one of activities that can obtain skills for legal compliance and developing nuclear security culture, such as sensitivity of nuclear security risks, correct understanding of the laws. The procedure for the case study was created with reference to a method called KY-Training which is often applied to safety training program in Japan. KY-Training is a training that participants (groups) can reach the conclusion how to respond to cases through four questions. Firstly, participants are given illustrations and descriptions which has potential of nuclear security risks. Then, participants make discussion according to four questions. Consequently, participants can effectively become aware of nuclear security risks. In the 2022 case study, we prepared 23 cases so that they can select choose freely according to role of participants such as in charge of nuclear security, guards, general employees. Finally, participants are asked to fill a questionnaire to evaluate effectiveness of case study. The result of questionnaires indicated that the case study was able to lead to improvement sensitivity of nuclear security risks and correct understanding of the laws. Overall, case study results suggested that JAEA's efforts were implying sufficiently to develop and maintain a nuclear security culture.

The Arrangement of the seismic design method of the underground facility

Earthquake resistance for the underground structure is higher than the ground structure. Therefore, the case of examining the earthquake resistance of underground structure was little. However, it carries out the research on the aseismic designing method of underground structure, since the tunnel was struck by Hyogo-ken Nanbu Earthquake, and it has obtained a much knowledge. However, an object of the most study was behavior at earthquake of the comparatively shallow underground structure in the alluvial plain board, and it not carry out the examination on behavior at earthquake of underground structure in the deep rock mass. In the meantime, underground disposal facility of the high level radioactive waste constructs in the deep underground, and it carries out the operation in these tunnels. In addition, it has made almost the general process of including from the construction start to the backfilling to be about 60 years (Japan Nuclear Fuel Cycle Development Institute, 1999). During these periods, it is necessary to also consider the earthquake resistance as underground structure from the viewpoint of the safety of facilities. Then, it extracted future problem as one of the improvement of the basis information for the decision of the safety standard and guideline of the country on earthquake-resistant design of the underground disposal facility, while it carried out investigation and arrangement of earthquake-resistant design cases, guidelines and analysis method on existing underground structure, etc.. And, the research item for the earthquake resistance assessment of underground structure as case study of the underground research laboratory.

ORION-II; A Computer code to estimate environmental concentration and dose due to airborne release of radioactive material

A computer code ORION-II has been developed to estimate environmental concentration and dose due to airborne release of radioactive material from multiple sources of nuclear fuel cycle facilities. The modified Gaussian plume model is applied to calculate atmospheric dispersion. The plume depletion models such as gravitational settling, dry deposition, precipitation scavenging and radioactive decay are considered as the causes of the depletion and deposition on the ground and vegetation. Dose to the public is calculated as an individual dose. Inhalation and oral intake are considered as internal pathways. Submersion in the radioactive cloud and external exposure to ground surface contamination are considered as external pathways. ORION-II is the updated version of ORION code (PNCT N841-83-42) and is appricable to the case study of environmental assessment for the nuclear fuel cycle facilities. ORION-II is written in FORTRAN-IV language and can be run on IBM 360, 370, 303X, 308X, 43XX, and FACOM M-series computers.

In the 8th Seminar of INNMJ, titled development of human resources for Nuclear Security Area, I will present and attend the panel discussion in the viewpoint of nuclear operator. Our operator is always conducting the security and/or cyber measures, when the intrusion or suspicious act are happened, since it is necessary for us to countermeasures against them with police officer, not only the understanding of rules are necessary, but also it is very important to keep effectiveness of security guards and performance of emergency control persons. Therefore, development of human resources is very important. In the JAEA, we conduct nuclear security culture promotion activities throughout the year, and through the conducting of case study and table top exercise, we keep the effectiveness and necessary performance in the emergency.
